The idea of creating Nord Atlant Consulting arose from multiple questions and requests for assistance from industrialists seeking to understand the functioning of multinational organizations and in particular NATO ( North Atlantic Treaty Organization ) and the EU ( European Union ) in order to gain market share.
At first glance, the complexity of NATO, the “Machin” as French President of the Republic Charles De Gaulle said, is frightening and generates apprehension in getting involved.

Louis de CHANTAL was deployed as a Parachutist Officer several times in Overseas Operations where he learned to react in crisis situations and face the unexpected. He assumed positions of responsibility with NATO, was posted as a diplomat on the front lines of Bosnia and Herzegovina to draw the beginnings of the Dayton Peace Accords, and served twice at the French Army staff in Paris, which he represented for NATO, EU, EUROCORPS, EUROFOR and FINABEL, dealing with subjects as diverse as urban combat, information management, psychological actions, data and information fusion, autonomous systems and others….
Joining the Thales Group in 2001, he continues to work with NATO on the development of the network-centric concept and C4ISR ( Command, Control, Communicate, Compute, Intelligence, Surveillance & Reconnaissance ). He participates in a large number of Working Groups of the most important NATO entities such as NC3A / NCIA ( NCIA: NATO Communications & Information Agency, heir to NC3A, The Hague, NL ), RTO / STO ( STO: Science & Technology Organization, derived from RTO, Neuilly, France), NHQ (NATO Headquarters, Brussels ) or ACT ( Allied Command Transformation, Norfolk, USA, responsible for NATO's capability vision ).
ACT brought him in in 2005 to write the official document “Vision and Concept of the NATO Network-Enabled Capability”, which constitutes the basis and the structuring concept for new applications such as Cloud, Big Data and Federated Mission Networking ( FMN ). He also created the concept and tool “NATO DNBL” ( Distributed Networked BattleLabs ) which allows easy interaction between NATO, member nations and civilian entities including industry. This work has earned him congratulations from the NATO Supreme Allied Commander Transformation, SACT.
THALES appointed him NATO Key Account Manager ( KAM ) for the Transformation part in 2005, then Corporate Director for NATO Relations and Group NATO KAM in 2015. He interacted in this capacity from Brussels with the high-level NATO entities and cross-coordinated all the Group's NATO activities and foresight. He left this position as well as the THALES Group at the end of December 2021 to set up his own business consulting structure, Nord Atlant Consulting.
He remains the Head of the French Industrial Delegation for NATO ( NIAG - NATO Industrial Advisory Group ). The NIAG is the only NATO corpus totally dedicated to industry. This high-level consultative body made up of senior industrialists from NATO member countries acts under the orders of the Conference of National Armament Directors (CNAD).

NCIA (NATO Communications & Information Agency): the letter includes by default a part concerning the programmatic projects handled by the NCIA. With an average annual budget of € 600M, NCIA is specialized in the procurement of systems relating to C4ISR ( Computerized Command, Control, Communications, Intelligence Surveillance & Reconnaissance ). This letter highlights the planned funded projects, and adds the linkages with other projects and their main specificities.

NSPA ( NATO Support & Procurement Agency ): depending on the type of company and its activities, and of course in consultation with it, the letter may include an extraction of calls for tenders from the NSPA concerning the main areas or subjects of interest of the company. NSPA has a budget of around 4 billion euros, and issues some 50,000 requests per year (around 250 per day) for equipment, parts or services. The selection of interesting tenders is therefore very demanding, daily and complex. The products mainly concern equipment valued at less than 100 K € and are therefore more oriented towards the equipment and production from small and medium-sized enterprises.

ACO / SHAPE ( ACO / SHAPE, Supreme Allied Command Operations, Mons, Belgium ): Also depending on the type of business, the letter may include an overview of CURs ( Crisis Urgent Requirement ) issued by the NATO Operations Command ( ACO / SHAPE ). RFI: RFIs ( Request for Information ) from ACT ( Allied Command Transformation ), NHQ ( NATO Head Quarters, Brussels ) or other entities. An RFI is a request for information intended to guide project managers on the state of the art, roadmaps and industrial visions. The responses of the industrialists are used by the project managers to build their project on concrete bases. Responding to them allows industry to convey its visions, expectations and constraints, and to orient the future project towards what seems more coherent to it, in line with its existing or future solutions.
